Terry has over 30 years of tax experience in the public and private accounting sector. Terry consults with large and small businesses on multi-state tax issues, such as sales and use tax, local taxes (property and license) and telecommunications taxes.  She serves local and national clients in the areas of state and local tax minimization, tax and nexus studies, assisting with voluntary disclosures, audit resolution and appeal, and refund/exposure reviews to determine refund opportunities as well as corrective measures.

Prior to joining Keiter, Terry managed her own state and local tax consulting firm, Terry Barrett & Associates, LLC. Her business focused on identifying tax savings opportunities, assisting clients in determining their tax requirements, and negotiating with state taxing authorities on behalf of her clients. Before managing her own business, Terry worked at PwC where she was ultimately promoted to a State Tax Senior Manager. At PwC, she consulted on multi-state tax issues such as sales and use tax, BPOL, corporate income and franchise, property, and special excise communications taxes.

Terry began building her extensive state and local tax experience when she worked as a Tax Policy Analyst for the Virginia Department of Taxation.  In this role, she formulated, analyzed and interpreted sales and use tax policy and law, and made recommendations to the Tax Commissioner regarding taxpayer appeals, offers in compromise, and ruling requests. She worked extensively with industry groups in establishing new and modifying existing policy and in legislative initiatives.  Additionally, for three years, she was one of the principal authors of the Department’s Sales and Use Tax Expenditures Study.
