Aspiring CPAs: Virginia Approves New Pathway for Certification

New Law Expands Pathways to CPA Licensure in Virginia

Governor Youngkin has signed two bills into law, HB 2042 and SB 1042, officially introducing an alternative pathway to CPA licensure, effective January 1, 2026. This newly enacted law, backed by the Virginia Society of Certified Professional Accountants (VSPCA), aims to address the declining accountant pipeline and gives aspiring CPAs options and more flexibility.

We are excited to see Virginia actively addressing the challenges in the industry.  

New CPA Licensure Pathways

Starting January 1, 2026, candidates can choose between:  

  1. New Pathway: A baccalaureate degree with completion of required accounting coursework, two years of relevant work experience, and passage of the CPA exam.
  2. Traditional Pathway: 150 credit hours of education, one year of work experience, and passage of the CPA exam.  

The new pathway allows for more hands-on experience without the need for an additional 30 credit hours. Virginia is now the second state, following Ohio, to address this barrier that has hindered accountants from pursuing their CPA. This initiative is a significant step forward in alleviating workforce shortages in the accounting industry.  

Mobility for out-of-state CPAs 

This legislation also enhances practice mobility for out-of-state CPAs, allowing them to practice in Virginia if they hold a valid license and have passed the CPA exam. While this does not directly impact Virginia CPAs, it benefits local businesses by enabling out of state CPAs to work in Virginia without any extra steps. Once enacted, this new licensure pathway will provide options for future CPAs while maintaining professional standards.
